Excluding all the part-timers Roman is the only guy that has "it". He seems like a big deal in wrestling. People will make the argument that it's just because he was booked that way but I don't think that's the case.

the company agenda was "protect roman"

bulletproof.booking is his only advantage

not the best on the mic or in the ring

but they know most people will believe what they are told & buy what they are sold

I think better than being "good on the mic" is being "believable".

He has the "it" factor. You can't manufacture it. Many people assume you can but, that's not the case. It just took a while to find the right character to bring it all out.

The talent was always there - his look, aura, how carried himself, ring work etc. The Tribal Chief gimmick is what brought it all together.

Some people have "it" naturally, and it comes forth after finding the right persona (Hogan before finding Hulkamania, Austin before finding Stone Cold, Rocky before finding the People's Champ).

And, some people don't have "it" - even after finding the right persona (Triple H after becoming the Game, Seth Rollins - regardless of the gimmick, Big E after the New Day).

At the end of the day it's talent; that difference between A and B-plus players - not just "in-ring" talent, but other nuances that come naturally (look, charisma, vibe, etc.)
