Manitoba government boots Tesla from EV rebate program as part of budget's 'elbows up' commitment​

The Manitoba government is fighting back in the ongoing trade war with the United States by ending its provincial parks pass contract with a Texas-based company and kicking electric vehicles made by Elon Musk's company Tesla out of its rebate program.

Those moves were part of Thursday's $25.9-billion provincial budget, in which the NDP government also pledged an additional $500,000 to its export support program to help Manitoba businesses diversify their sales beyond the United States.

The changes are part of "Trump-proofing our economy," said Finance Minister Adrien Sala, who announced in his budget speech that a provincial rebate will no longer be available for people who purchase a Tesla or any electric vehicles manufactured in China.

"It's part of our government's commitment to be elbows up," Sala told reporters during a budget briefing Thursday.

"[U.S. President] Donald Trump is creating a historic threat to our economy."

Last week, Trump hit Canada with 25 per cent tariffs on steel and aluminum . He has said he plans to implement additional levies on April 2 .

The Manitoba budget announced Thursday also included a worst-case scenario plan the province can implement if the tariffs continue, which included hundreds of millions of dollars of additional money to support the agriculture sector and to help businesses, among other measures.

The threat of tariffs loomed over Manitoba's latest provincial budget, released Thursday, which includes nearly $500 million for a "tariff response contingency" that could kick in if tariffs imposed by the U.S. continue.As part of its response, Manitoba won't continue its contract with Aspira, a Texas-based firm that was contracted in 2020 to sell passes online for Manitoba provincial parks. That contract is set to end in April and won't be renewed, the government said Thursday.

While it searches for a Canadian vendor, the province will make entry to all provincial parks free this year, beginning April 1, which it estimates will mean forfeiting almost $3 million in revenue.

According to the budget, over $5 million has gone to the Texas firm since it began administering the park passes.

Meanwhile, while the government is pledging $14.8 million to continue its electric vehicle rebate program this year, Teslas and Chinese EVs will be excluded.

Manitobans can currently get a $2,500 rebate on the purchase of a used EV or plug-in hybrid, and $4,000 for a new vehicle. As of January, the province had already paid out almost $10 million in rebate s since the program was introduced last July.

To be eligible, vehicles must be purchased or leased from Manitoba dealerships, with a maximum manufacturer's price of $70,000. Currently, there are six Tesla models that are eligible for the rebate. None of the vehicles on the province's current list are from Chinese manufacturers.

The province hasn't said when the change to the program will take effect.

The retaliation against the car company owned by Musk — a close ally of Trump who also heads up the newly created Department of Government Efficiency — follows similar moves in other provinces. In Ontario, Toronto city council has approved a change that temporarily makes newly manufactured Teslas ineligible for grant funding from the city's zero emission vehicle for hire program.

And B.C. Hydro announced last week that it is excluding Tesla products from its electric vehicle charger rebate program in response to U.S. tariffs.

'Government is doing the right thing': Chamber CEO​


But University of Winnipeg economist Philippe Cyrenne questioned the wisdom of targeting Tesla and China by excluding their vehicles from the provincial EV rebate. Politicizing the response to tariffs "usually doesn't work out well," he said.

"It's not clear why Manitoba is following suit" with Democrats in the U.S. on the pushback against Musk, he told CBC Thursday.

"Six months ago we were celebrating people who bought a Tesla," Cyrenne said, but now, they have become "persona non grata."

"I am not a fan of the government interfering in Manitobans' purchasing decisions," she said. "I think we should be encouraging local and expanding our export markets, but that should be up to Manitobans and their pocketbooks."

Winnipeg Chamber of Commerce CEO Loren Remillard said the move against Chinese EVs is appropriate, given a 100 per cent levy on Canadian canola oil and meal, plus a 25 per cent duty on seafood and pork enacted by China this week.

Someone has responded to YouTuber Mark Rober’s Tesla fake wall test with a video that also tries to address the question of whether the company’s Full Self-Driving (FSD) features would detect a Wile E. Coyote-style road obstruction in the real world. Creator Kyle Paul posted his video Thursday and included two Teslas with FSD: a Model Y equipped with a HW3 computer and a Cybertruck that comes with the latest HW4 / AI4 system and cameras, Not a Tesla App reports.

In the original video, Rober, an engineer who went viral after his package thief glitter bombs videos, tested whether Tesla’s camera-based Full Self-Driving (FSD) system can automatically stop before plowing through a wall painted as a road stretching into the horizon. It didn’t, people raised (many) questions, and we tried to answer a few of them.

In Paul’s video, the Tesla Model Y with confirmed FSD (in this case, version 12.5.4.2) didn’t fare better than Rober’s — he had to manually stop the vehicle before it crashed into the fake wall that, to my human eyes, doesn’t look quite as convincing. Not all is lost for Tesla, though, as Paul’s test of the Cybertruck with FSD version 13.2.8 had a better ending. It detected the wall and slowed down to a complete stop.

Tesla sales plunge: Biggest decline in history​

Tesla sales plunged 13% in the first three months of this year, the largest drop in deliveries in its history, as backlash against CEO Elon Musk and growing competition took a large bite out of demand for its EVs.

Tesla reported Wednesday that it delivered 336,681 cars in the quarter, 50,000 fewer vehicles compared to the first three months of last year. The results were the company’s worst sales in nearly three years.

Tesla has faced protests outside its showrooms from those opposed to the actions of Musk in one of his other roles as the head of the Department of Government Efficiency, and the policies of Donald Trump’s presidential administration. There have also been instances of vandalism against Tesla facilities, including its charging stations, as well as some cars. All these incidents may have discouraged some potential Tesla buyers from going ahead with their purchases.

Tesla did not mention the protests against the company in its sales statement. It did, however, point to an update to the Model Y during the quarter that temporarily halted production at all four of its factories for several weeks.

“Thank you to all our customers, employees, suppliers, shareholders and supporters who helped us achieve these results,” the company said.

The decline is stunning for a company that until recently was reporting year-over-year sales growth of between 20% and 100% virtually every quarter, a rate greatly responsible for its lofty stock price. Tesla’s first modest drop in quarterly sales only occurred in 2020 during the pandemic when shutdowns hit production and deliveries.

But last year, Tesla reported its first annual decline in sales, which accelerated in the first quarter. The plunge was worse than expected by Tesla analysts, who had forecast quarterly sales as low as 350,000.Then

Tesla shares, which nearly doubled in value after the presidential election on hopes that Musk’s close ties to Trump would result in policies that were advantageous to the company, have lost 44% of their value since hitting an all-time high in December. Shares of Tesla (TSLA) fell about 2% in early trading following the sales report, but rebounded sharply on a Politico report that Musk will be stepping back from his formal role in the Trump administration but may stay on as an informal adviser.



Musk ‘brand tornado crisis’ hits sales​


Analysts continue to worry that Musk’s actions elsewhere are hurting Tesla.

“The Street and us knew a bad 1Q was coming but this was even worse than expected,” said Dan Ives of Wedbush Securities, who has been a bull on Tesla, in a note to clients Wednesday. “This quarter was an example of the damage Musk is causing Tesla. This continues to be a moment of truth for Musk to navigate this brand tornado crisis and get onto the other side of this dark chapter for Tesla.”

With his high profile, confrontational statements and postings on social media, Musk has become a lightning rod for people opposed to the policies of the Trump administration.

A CNN poll last month found just 35% of Americans express a positive view of Musk, with 53% rating him negatively, making him both better known and more substantially unpopular than Vice President JD Vance (whom 33% of Americans rate favorably and 44% unfavorably.)

Those negative opinions of Musk are bleeding over into negative views of Tesla, especially among those who identify as liberals. Those Americans are a segment of the car buying market most likely to be interested in buying a green electric vehicle.

And polling indicates Tesla is losing favor. A February poll by Morning Consult shows that nearly 32% of US buyers “would not consider” buying a Tesla. That’s up from 27% in a Morning Consult survey a year ago, and 17% in 2021.

S&P Global Mobility, which tracks sales on a state-by-state basis, said there has been a big change in customer loyalty between so-called “blue states,” which have voted for a Democrat in the last four presidential elections, and “red states” where Republicans won.

In blue states, the percentage of current Tesla owners buying another Tesla fell to 65% at the end of 2024 from 72% the year before. Meanwhile, repeat Tesla buyers in red states edged up very slightly from 47.6% to 48.2% during the same time period.

Problems with sales outside United States​


Tesla does not break out its sales by market. But sales fell 49% in Europe alone in the first two months of the quarter, according to the European Automobile Manufacturers’ Association, even as EV sales overall grew 28% on the continent.

That may be due to opposition to Musk in Europe, thanks to his vocal support of far-right political parties in Germany and the United Kingdom.

But even without the political controversy, Tesla is facing headwinds due to growing competition from other automakers, particularly those in China.

China is the largest market for EVs and Tesla’s second largest market, after the United States. Chinese automaker BYD reported sales of more than 416,000 pure electric passenger vehicles in the quarter, a 39% rise from a year earlier, once again overtaking Tesla as the world’s largest seller of EVs.

BYD has pulled ahead ahead of Tesla in EV sales for a number of quarters in recent years, although Tesla has always maintained the lead in full-year sales. But Tesla is poised to lose that title in 2025, given current sales trends.

BYD’s EVs are generally less expensive than Tesla, among other advantages. Earlier this month, BYD unveiled a charging system that it says will give its latest EV model 250 miles of range after plugging in for just five minutes.

But despite the competition abroad, BYD and most other Chinese EV makers do not have a presence in the US market.
