At the end of the day being in tech you'd know that you cant put a dollar amount on good development if there is no proper methodology and governance on the development.
Tariq could have paid 100 racks a yr to a team of devs and it would still be trash without proper governance.
Actual coding is the easy part hence why most companies off shore development.
That's because Tariq has a tendency to just find anyone who says they can do something. He talks all the time about janky folks he's worked with, even doing HC. His vetting process is garbage.
I myself freelance(yes, I have emailed Tariq) and know plenty of folks who were able to translate that into a business of their own. Some are now consulting other businesses on web development. If Tariq goes to some of these major Black Tech events and hang around some serious people, he'd find them. But 9 times out of 10, he's on Ustream talking about "my nikka nerds hit me up so we can get a site poppin".
