I’ve seen a lot of reports pictures (maybe fake) of indiscriminate targeting of apartments, hospitals, and schools. I don’t think they’re making any distinction.
An example of a relatively recent light study on The Russian army, they’ve been fighting aside the separatists for a while. (Them openly fighting enmasse is the only change.) this is why we’re seeing Russia fight the way they’re fighting.

Some of the old strengths they had in the past were due to them drawing from their former satellite states when they were the USSR.
Ukraine was one of the their stronger states. It’s also been refining itself by defending its eastern border since 2014.
