I'd add that willingness to remain up under the umbrella/protection of another country as well. The only African country not a party to the Nuclear Non Proliferation Treaty is South Sudan. Any them countries start working toward or justifying a weapons program, most the current nuclear states would oppose it, and would be threatened by their refusal to remain under their protection. The one or two that might possibly help them develop one (or wouldn't actively obstruct and sabotage it), it aint the US and her allies. But even that assistance would probably be considered a hostile act.
