Nah, that Vince "self-fulfilling prophecy" nonsense is done. If it were still in place the Usos would've beat the shyt out of Sami during a random RAW in November and LA Knight would've eaten 10 straight pins and been repackaged as soon as the crowd got too vocal for him

Even right now Bloodline Rock wouldn't be a thing, the Rock/Roman plans would be unphased and Cody would've been jobbed out until the crowd accepted it and then sent into a feud with Logan Paul.
