Nah that's for players that were amnestied. For players that are waived, teams that are under the cap can pick up the contract and take the Pistons off the hook. If no one picks up the contract then that player becomes from a free agent and the Pistons are on the hook for his contract minus what the new team signs him for.

EDIT: Larry c00n is breaking it down on twitter. Smith gets his new contract money and most of the money from the Pistons.
