Everybody knows Oz is a double crossing piece of shyt. The councilman didn't totally believe Oz, but it was also beneficial to him to run with that story. That's why he asked Oz what was this in exchange for. Common sense would tell anybody in Gotham's underworld that Oz is responsible for Vic's death. It would not be a farfetched thought at all.

I mean all the number 2s just killed their bosses, who in the underworld would care about Oz killing vic when all the major gangs just betrayed their bosses? The only one who may feel some type of way was Link? But he more locked in with Oz than Victor, so he probably wouldnt rock the boat either.

It doesnt matter about what ppl in the underworld know. He doesnt need any dirt on his name in the political world.
