Oz killing Vic was meant to show he’s an irredeemable piece of shyt. Vic was naive and in his naivety he believed Oz loved him and was family. Everything his mom said in the club was true and the price he pays is knowing the last thing his mother did was try to kill him. He’ll never hear her say she’s proud of him, he has to settle for ole girl portraying her which in and of itself is sick because he bangs her. The final moments of the episode were meant to hammer home that Oswald is broken, delusional and insane.

I think he used that gift of gab to get him out of getting killed by Rex. All the don't give up on me stuff was him saying don't kill him cause he had to have known something was up if he was leaving with Rex. And his brother told him not to mess with Rex anyway so that little mind of his was already plotting on how to get out of a jam.

How would anyone know that he killed Vic? It's easy to pin it on someone else.
I'm saying if he can convince the whole city that Sophia was the one pulling all the strings I'm sure Vic was an easy one.

One more thing I was wondering was it Rex that gave him that scar on his face? Probably another Joker reference where you'd never get a straigth story especially from Oz.

Everybody knows Oz is a double crossing piece of shyt. The councilman didn't totally believe Oz, but it was also beneficial to him to run with that story. That's why he asked Oz what was this in exchange for. Common sense would tell anybody in Gotham's underworld that Oz is responsible for Vic's death. It would not be a farfetched thought at all.
