It originates from the pimping community, probably came into use around the late 60's/early 70's. There always used be pimps and johns, those who paid. There were a lot of nicknames for them, like suckers, tricks, etc. But one term that stuck was simp - short for simpleton, or simple individual.
Thus, a simp is the antithesis of a pimp. A man who overvalues women to the point where he pays them for sexual services. In contrast to a pimp, who values a woman just based on how much money she can pay him for his services.
It's actually a GOAT phrase, just by how it's a play on words.
