why not have have a drawing for the 1st pick, 2nd pick, so on? First name selected gets 1st pick, 2nd picks next, so on...

Thats the point. But realistically everyone has a chance of winning.
If we cant do the full 16 and get only 8 members, maybe we could do a snake style draft. I mean getting Croatia n Russia aint that bad when first pick got Spain n Greece.
