No it's not. In a league format goal difference is better as it encourages teams to score more goals and concede less.

I disagree, the outcome in the two games you play against another team should mean more than goal difference.

Why? GD takes everything in to consideration over the course of a season. The better the GD, the better you have performed over the season if you finish on equal points no? Won by bigger margins and lost by smaller ones.
