It is a huge problem. What they often argue is that if it can happen in Cities like Chicago, then it can happen here, so this is a "normal" big city activities.

Mississauga is prob the best bang for the buck. Close enough to downtown toronto, much cheaper than downtown toronto and if you don't have a car transit can take you to kipling or islington in under half n hour
