That whole area straddling North Flagler within West Palm's city-limits is a mixed bag. That whole area contains 3 or 4 neighborhoods that run into each other all the way until you get to the Riviera Beach boarder. So I don't know which neighborhood you're specifically referring to.
But I can list the names of neighborhoods along that corridor.
There's Historic Old Northwood, which is contains mostly nicer Spanish-Style homes form the 1920's. That's probably the nicest neighborhood of all those neighborhoods on the Northside of West Palm Beach(The Northside has historically been more impoverished than Southern West Palm).
Then North of Old Northwood is Poinciana Park, which is somewhat similar to Old Northwood, but a little less expensive I believe.
Then North of Poinciana Park is Northwood Harbor, which is a little sketchier than the aforementioned areas. That's the last neighborhood you drive through before you enter Riviera Beach's city limits.
Generally the neighborhoods west of those neighborhoods(West of Broadway) are even sketchier. The general rule for the Northside of West Palm is, West of Broadway=The Hood or Hoodish. East of Broadway(and closer to Flagler and the intracoastal) generally equals a little nicer.
But the very worst of the worst that West Palm has to offer as far as poverty, drugs and violent crime, are the neighborhoods South of ALL the aforementioned neighborhoods. The neighborhoods I'm referring to, are the ones that straddle North Tamarind Ave(the most notorious drug corridor in the county). The neighborhoods off of North Tamarind are easily the most violent in West Palm, and are just as violent as Rawvera Beach.
There's a homicide map on Palm Beach post that has dots, indicating where all homicides in Palm Beach County occurred, and the North Tamarind area is sadly, fully immersed in dots...
My guess is you were probably referring to Northwood Harbor, which is pretty much a mixed bag...
