It's pollution haze but I think it's more to do with the jpg compression. The nef file looks ok

Yea, looking at the full size photo linked, you can definitely see compression artifacts. What did you use to resize them from the original?

Add color and just a general restoration. All I was able to do was add the color. But the restoration has been a pain in my ass.

I haven't done any restoration edits, I know there used to be a website that had photoshop actions and plugins with all kinds of edits.

Uploaded to google drive then downloaded and upped to flickr. I'll try the nef file

Not the best at it. Photoshop does have a neural filter that colorizes though might want to look into that
