Lee recruits a street racer named Ghost (Nicholas Tse) as his latest stool pigeon who is assigned to infiltrate a gang lead by the notorious armed robber Barbarian (Lu Yi). Ghost accepts Lee's offer so he can rescue his sister from a life of prostitution as well as help his father's one-million dollar debt. Ghost joins an illegal street race to gain acceptance into Barbarian's gang. Lee also has personal problems of his own, as wife Cher (Miao Pu) who he is separated with tried to commit suicide a few months previously and has since had amnesia. Lee beings to realizes how wrong he has by exploiting his informants and desperately tries to right his wrong before Ghost is in serious trouble.

The explosions also killed several civilians, including a lady in the shop. Six months later, the same gang reappears in Hong Kong, injuring a group of policemen, two critically, during a spot check. The dead woman in the jewellery shop was CID detective Chan Chun's fiancée, while the injured policeman are led by Trainee Inspector Fong Yik-wei. Both officers vow revenge on the criminal gang.

Tsui Hark spins this quickly produced all-star spectacular. Ditzy hooker Bai Xuehua (Anita Yuen Wing-yee) is deep in debt with gangster Dinosaur (Chung King-fai) and has no way to pay it off. When he suggests that she work off the money by plying her trade for a five-year stint in the Middle East, she balks and hides from his thugs in a church. There she confesses her predicament to the handsome Father Zhong (Leslie Chueng Kwok-wing). Her story moves Zhong, and he vows to save Xuehua and her fellow working girls from life on the street while keeping his identity a secret. Coming off a relationship with a complete heel, Xuehua soon falls in love with Zhong and the priest soon finds he's having feelings for her in return. Things really start to get ugly though when Dinosaur catches up with her.
