It's not that easy. A lot of times the abused know the police aren't gonna do enough to protect them. The abuser gets thrown in jail for a night or two, and then what? Especially when the abusers are police which happens a lot.

There are so many real life stories of people getting restraining orders and going to the police and then the woman still gets murdered later on.
