I think it was always clear their goal was to eradicate Gaza, attempt to break the spirits of citizens to rebel if that failed, and if neither of those were possible to place Gaza in a situation where its rebuilding would require outside aid that isn’t aligned with a Hamas run gaza.

the whole area will be uninhabitable due to climate change in our lifetime most likely but people won't accept that either sadly
