I believe it can. The only thing you need to check on is if theres a jailbreak out for the version of ios you're running. the main thing you need to know is that every time a new ios comes out you cant update it until there's a new jailbreak out. this can take time. I don't really give a shyt and just run one of the early ios7 versions because i haven't updated.

search pandora downloader in cydia. make sure you have some good repos added like http://repo.hackyouriphone.org/. open the app once and go into settings and select the options you want, then open pandora.
after that you never need to open the app again, just open pandora and it's set
