Lol all you do is call Lester to appear off the radar, and the guy in the tank, unless he's intent on blowing up every vehicle he sees he'll probably think you're a NPC. Drive up close to him and load him up with stickies and get the fukk away lol. I get most of my bounties that way also.
Oh I knew about the stickies but most times they bomb everything on the road.
