one is on top of the roof of the hospital, not to far from franklins place. i only found that out once i was ranked 37. so lester hooked me up with that one. and every time i ask him. its always that one. i think perhaps that copter is always there. and its the one with the machine guns. the other one in the country side has to spawn and they dont start spawning until rank 30 i think. i also believe its spawns sometimes depending on how high people are ranked in the lobby with you. otherwise you need to blow a grand on a merryweather chopper. have dude drop you off. or pop him thru the window when he lands to scoopyou up. then take it yourself.
