Try 25,000 and 9,000 at the same time. I was loading up two characters at once. There's more than one hidden money briefcase underwater. I did it so I could buy property earlier and invest when those assassination missions hit.

he's on the side of road off the main highway up by the property hookies. he's got the hood of his car popped up. he gives u a time limit to bring him to the airport.
