Well at today, no Red Bull/Verstappen fan, nor FIA employee can argue in good faith that the Safety Car procedures in Abu Dhabi were correct. Utterly kills any talk of races not ending under Safety Car irrespective of the race outcomes today.

That's really the takeaway from this race. Ain't no way Latifi isn't staring down his last six races as a F1 driver. Mans got outraced by someone who had all of one practice session to truly get his shyt together.
Motherfukker is 21st in the standings on a normally 20 driver table.
He's only technically ahead of Hulkenburg, who is back to sitting around waiting for a seat to open up that he's never going to get.

Lewis in front would have probably been 5 secs faster or so. Might have been enough to screw Leclerc out of second but who knows

Too early to say. The cost cap isn't going to anything now because Ferrari/RB/Merc are so far ahead of the rest in terms of engineering and facilities. That'll take awhile to even out.
FOM can't control Ferrari and Merc dropping the ball. I think everyone fully expected Mercedes to come out with a top car in testing, and expected Ferrari to stay close based on their initial pace. Neither happened.
