I don't think it's the money, it's that all the big European teams are vulnerable now in a way they weren't a few years ago. Bayern, Barcelona, Real Madrid all need a full squad overhaul. Juventus are the only competitive Serie A side as well, the two Milan clubs have disappeared for the whole decade. So now the time is ripe for English domination, all the competition is weak.

I think the competition within the "Top 6" in EPL also allows them greater competition if you will. There is an aspect of money because the TV revenues in the EPL are evenly split unlike in La Liga. This allows for greater financial parity amongst all the teams which in turn allows them to get better players which in turn means better all around competitive play.
