2) These crowds sound weak, but not sure if that is just how Fox is presenting the matches

1. Rounds of 16 are always uneven because it's a group winner vs a group 2nd. It's the same in the Champions League.

2. It depends on the team and the broadcast. Some crowds are louder than others and also many Euro countries kinda boycotted the thing so France for example don't have many fans in the stands compared to Argentina yesterday. Some broadcasts mute the crowd a little so the commentary sounds clearer as well.
