Qatar does not have a (moral) "right" to bid for the competition under FALSE PRETENSES I think is the point.
If they were upfront about their intentions and they were accepted, the bulk of "blame"/ire would be apportioned elsewhere at this point.
They did abandon their ideals when they hid their intentions and/or broke a contract. Insisting that they stick to their word is helping them keep their ideals.
The ultimate expression of their ideals would be to be consistent with all of their ideals at this (self inflicted) impasse but that seems to be already ruled out by you and them. Cos money and image are more important than ideals (even to the most pious it seems).
That's still on FIFA to take it or not. At some point someone could have easily said. "No, I'm good."
