Personally don't consider Ronaldo (Portugal) a striker.
But besides that, what makes you say Europe no longer develops Strikers (#9s) ?
Take away the South Americans and Africans and you're not seeing a lot of talent up front for these countries. The usual powers France, Germany, Spain, Portugal, Netherlands and Italy don't have a world class #9. Kane is arguably the only one in this tournament. Now, the talent from Europe is in the midfield because everyone chased Pep's formula of formula of false 9's and dynamic technical midfielders. There's no shortage of #8s and #10s.
And even the ones that have upcoming or decent strikers. I.e. Sesko or Vlahovic, are being exposed as either hyped or dependent on their international teammates. Right now the top scorer in the tournament is Musiala. There was a generation where there were cutthroat #9s all through Europe. Not so any more.
And look at that...CR7 can't score with an open look proving my point.
