I know they do that for a hotspot on your phone. Their home internet is a separate router they ship to you.

I think they might step in and lower your speeds if you are in a high traffic area like downtown during rush hours, but I haven't experienced throttling personally:

they definitely have data prioritization going on. I'm having a hard time finding exactly when that kicks in. but maybe it's not bad. I use visible for my cell phone which offers unlimted everything including hot spot for $25 over the verizon network, and I haven't had any trouble even though my data can be potentially deprioritized.
