SPRINGFIELD A bill that would set up the rules to allow concealed weapons to be carried in Illinois has emerged in the Illinois Senate and will get its first hearing today.
The measure would require a gun owner to get a special endorsement from the Chicago police in order to legally carry guns in the city. It also bans weapons from being carried while riding public trains and buses as well as in bars, hospitals, schools, casinos and private businesses that choose to prohibit weapons in their stores.
The paramaters on concealed carry remain a contentious issue that is sure to be challenged by gun rights supporters who want fewer restrictions.
Senate President John Cullerton, D-Chicago, hailed South Side Sen. Kwame Raoul, the sponsor, for forging the parameters of the legislation.

The Chicago Public Schools board heard from alderman, angry parents and community members as they prepared to vote on a slightly reduced slate of 50 school closings today.
Before the meeting began, Chicago Public Schools chief Barbara Byrd-Bennett withdrew the district’s recommendation to close four schools: Manierre Elementary School on the Near North Side, Mahalia Jackson Elementary School and Garvey Elementary School on the South Side and Ericson Elementary School on the West Side.
Forty-nine elementary schools and one high school program remain on the list. The district says it needs to close schools to address a looming $1 billion deficit and declining enrollment. (Follow live blog of the meeting HERE.)
Chicago Teachers Union President Karen Lewis said before the meeting that she thinks Mayor Rahm Emanuel, who has lobbied for closings, had in mind all along that he wanted to shut down 50 schools.
These CTA (Chi Metro/Public Trans) closures gonna get so many kids clapped.
