Really bruh lol? You should know better. He didn't say that at all. The 18 months or so was his time frame for making the Spence Vs Crawford fight, further stating he'd like it to happen by end of 2018.
And the fight with Horn is obvious since he's a champ in the division and co promoted to Top Rank, so for Bud that's the easiest fight Arum can make. It's also a decent welcome to the 147 lb division. From there Bud becomes a titleholder, which makes unifications with Thurman and Spence more attractive and appealing.
And even if what you said was true, it would make some sense cuz considering Thurman has to rehab, fight a tune up, and then possible take the mandatory against Porter, it might be 18 years or so before he's ready for Bud.
And quit revising history. KRUSHER never quit. We have proof now of the final sequence so stop it. 2 low blows landed by Ward on KRUSHER, Tony Weak misses the fouls and stops the fight. Ward retires immediately with shameless dirty grime win. Not how a great fighter should ride off into the sunset, but that sums up Wards career.

He did get slept by an old nikka,while he was in his prime (and it wasnt a lucky ko either) It was a strategic one.
He's basically known for beating a weak holyfield and getting beat up the rest of his career the end. He aint fukking with Vitali AT ALL
