The problem with your stance on this situation is that Broner is never going to get that $6 mill+PPV upside from Manny. he is alo never going to get more than the $1 mill he has been making with any of his other options.

Manny on the other hand has the option of moving past Broner and seeing if any of the other guys from 140-147 under PBC would be willing to fight him on PPV for more money than they have ever been offered in their careers. because the truth of the matter is if Manny's team is willing to enter into negotiations with Broner then they would be willing to go into negotiations with Thurman, Garcia, Porter etc.
And as I have said a million times since this Manny/Broner fight was first mentioned: it is moronic for Adrien Broner to scoff at the $4mill when it is the most he has ever been offered for a fight; would get him his first PPV appearance; and depending on how the fight goes could take Broner from Bounce TV regular to a legit PPV fighter in an era where there are not that many guys who can make the claim.
At some point you need to bet on yourself and look further than tomorrow as far as your career. And even Broner's biggest Stan has to admit that dude has a certain stigma on him of being an underachiever.
So he should take the fight, take the offer and prove that he is worth even more by beating Manny.
All he needs to do is look at Tim Bradley to see the upside of even a contested win over Pacquiao for a dude's career.
