140 seems like less baby sitting going on. PBC can do Rayo vs Frank pretty easy assuming Rayo doesn't get knocked off. Would be dope to see Frank vs Gary Russell since both are coming off loses.

I think Ortiz is more prepared for this fight than Boots; but that doesn't necessarily mean he wins though. This is definitely a fight where I can see Boots either getting hurt or dropped. Ortiz is strong & has underrated hand speed
