Why is Shakur "waiting for offers" when he is a Champ and if he is serious can send offers to Tank, and then let Tank be the one to deny it and he use it as proof?

Tank vs Ryo happing isn't an issue now being that Shakurs fight is already being promoted and he posting "International Kur" on Twitter aka he is not thinking about Tank, so why should Tank sit and wait now that Loma and Shakur have made it clear they don't want the fight?

yea people should know how matchmaking at PBC works by now
Tank already gave Turki his ass to kiss and we already saw with the Bud situation how "just go sign with PBC" works if they don't want you to fight their guy. They going put every hurdle possible in place and you literally need the PBC fighter to buck on Haymon's plan to make it happen which Tank doesn't seem interested in doing.
That being said Shakur still needs a better opponent, not going let Tank being in protection absolve Shakur from advancing his own career especially now that he's under the Turki umbrella
