Why would bud lie about there being no guarantee? 
....it would be ridiculous. Why lie about something that could be so easily disproven?....And that shyt was reported well before bud ever said anything about it. And it wasn't even the holdup. Bud already accepted it. He just wanted transparency. Which he deserved.
