Clear duck, he doesn't believe he beats Haney so he won't fight him. Didn't do it as his mandatory and now when there's no road to a title at 135 that doesn't go through Haney he basically chased Ryan out of 135
He thinks the Tank fight is a better style matchup and he knows it's bigger money so that's why he's angling for that but as others said it's just generating hype, he knows it's not likely as long as he is with Oscar and Tank is with Floyd

What annoys me the most is people think he's actually in the stratosphere of the other top 135-140's.
Pull back counter (Mayweather like, shiiit, Tank could pullback jab counter fwiw) on that lead hook he throws and he won't know what to do. He does not have anything else. That's it. Heart rate will jump up to 170, plans go out the window. Top guys make it happen.

but at this point Tank might as well call his bluff and play into the fake hype
they both benefit in the short term marketing themselves more before they go fight some mid in their next fights and it's just build up for when/if they eventually fight in the future
it would be sad but it's a scenario where Tank and Garcia could just completely ignore Haney and other real threats and just market a fight between each other for a while and it would still end up the biggest event at 135/140
