They are happy to have 90% of the 147 top fighters they not about to give the rival's fighter a chance to beat their guys, you can't be serious blaming Crawford for this. You can say "why he re-signed with Top Rank then?" (do we know if he had other offers? do we know if he had any other choice (see Mikey's case)? He got good money too) but the halves should be blamed accordingly how much they are in control.
Crawford probably only gonna fight the more important PBC guys when the PBC guys finished with each other, hopefully next year and if he beats Spence/Porter/Pac/Thurman or whoever comes out winner of the PBC tournament then nobody can say nothing about his resume and who he beat anymore.
I get it but first and foremost it's the fault of the system and those who run it not the fighters'.It is crawford fault though. He knows where the fights he wants are, he also knows his promoter has a strained relationship with the other entity. Now that doesn't mean that he doesn't want to fight them. But if he does, making it more difficult is not the best way to achieve this.

We don't know if Haymon even wanted to sign him, we don't know if it was even possible for him to jump ship, it is well known that Arum offers fighters contract extension like one and a half year or more before the existing one would expire and if they don't sign on it they get shelved for the rest of their contract. Happen with Mikey Garcia too. Why would he put himself out of business for 1.5-2 years risking losing important years from his prime in which he can still earn good money and stay active at least even if the deck is stacked against him politically.

He's motivated to do his jobs first and foremost not to keep years of pauses just cause his promoter isn't in good terms with the other.
