It's during the Congress hearing. Scoot McNairy's character, reportedly named "Wallace", is called to testify. Luthor has covered his medical expenses after he lost his legs in the Battle of Metropolis, and apparently embedded a bomb in Wallace's wheelchair, which goes off while Superman is giving his statement, killing Wallace, Senator Finch and multiple other politicians, police officers, military personnel, journalists and civilians, all which are blamed on Superman. It's the incident that pushes Batman over the edge in believing Superman must be dealt with before he directly or indirectly causes more destruction.
