The development for Arrow was announced not too long after Smallville ended though, and many people thought it was going to be a spin off with Justin Hartley. They didn't originally have a DC universe/Flash show planned at the time.

Popular TV Critics Alan Sepinwall & Dan Feinberg from Hitfix.com had a discussion about this season of "Arrow" so far on their Firewall & Iceberg Podcast this week. I reluctantly gotta agree with them on the various criticisms they had, this season of "Arrow" so far DEFINITELY hasn't been as good as the start of last season

I'm listening to this week's episode of the "Talking TV With Ryan And Ryan" podcast with TV critics Ryan McGee from Hitfix.com & Maureen Ryan from The Huffington Post. They also think this season of "Arrow" hasn't been good. They shytted on the last episode & the Felicity Origin episode.
