One Piece has gotta be one of the worst fukkin animes to exist. These nikkas are no longer animating chapters or pages for an episode but fukkin PANELS. 
Animators give y’all one great sequence of the after effects shake filter being abused and gets praised, rinse and repeat. I pray once Oda is done One Piece gets the FMA Brotherhood treatment.

I’m talmbout a ground up remade HD version. Break it up into how many episodes they need for an arc, with consistent solid animation.

No I mean a One Piece Kai. With as you said, consistent solid animation and properly spaced episodes.
The pacing slowing to a crawl is a fairly recent issue but even back in the pre-timeskip days the anime still had problems with filler, recap episodes and some straight up fugly changes to the art style. I didn't like the design change around Water 7 especially.
I miss the artstyle of the East Blue arcs even if it was kinda derpy tho
In the latest episode the Kaido flashback was clearly done by an entirely different team than the rest of the episode.
That being said I enjoyed it and kid Kaido walk was swaggin on a million.
