i think part of this question depends on the level of recruit. A 2* may just want pt and any school that will offer while a 5* in the NIL/portal era will want in this order:

money
playing time (this is why MFers hitting the portal)
Graduation to the league
Coaching (another reason MFers hit the portal
Facilities
Winning
Past history
Location




Education (matters the least to just about every recruit that has aspirations of the league)
