California legislation is more about putting their programs back where they belong than letting players earn money off of their image. CA has been an afterthought in football and basketball for close to a decade now. They want those players to stay home and get top athletes to put them ahead of other schools.

There are a good handful of coaches who have no problem calling their own games ie Leach, Malzahn, Mullen, Jimbo, etc.
Jimbo's main problem is that his O-Line just isn't that good.

No the problem with Jimbo is his play calling. It's very predictable. If he had an OC to focus on solely offense he wouldn't have this problem. When he had that monster D they were able to keep them in the game. Jimbo had alot of three and outs.
