They have access in theory, sure.

Even under a proposed 16 team playoff, they'd still have to meet your criteria to make it.

Bare in mind that OOC scheduling for smaller programs is a catch 22 for the Power 5ers, so the deals being struck in scheduling aren't always even handed.
Boise, UH, Army, etc. don’t seem to have a problem with credible OOC scheduling.

Right, they don't. They've gotten built up name recognition/credibility for years of excellence (in the case of Boise, an opponent that is expectedly good at the time of scheduling). Houston offers regional interest and recruiting visibility for their usual OOC opponents.

When I see one of these big boys on blue turf, I'll believe the scheduling for P5ers is done without a bunch of politicking going on.
