Let me explain.... In DC comics. Zatanna has alot of magic powers but she has limits, She can only utilize spells when she has magic energy, think of it like an internal battery, Depending on the size of the spell it uses magical energy to make the spell happen. Like i said she has limits. A spell to kill everyone goes beyond magic in the DC universe your actually warping reality. She doesnt have that kind of POWER...

Well, that's kind of the point with Dr Manhattan in the story, as you say here:

He was supposed to be ridiculously overpowered.

In comics though, that pretty much brings up the inspiration for his character, Captain Atom. To describe his original powers (later retconned and rebooted and whatnot):

"In the Post-Crisis DC Comics Universe, Captain Atom's Dilustel skin is tied into the Quantum Field, which enables him to absorb and manipulate theoretically infinite amounts of energy, limited by his willpower and imagination."

shyt is on par with the Molecule Man, who can manipulate molecules. fukking molecules, brehs.
