Maybe I have a different view of poverty and those trapped in it along with a different insight into the nature of the system that sees them as a resource to exploited.
Really all there is to it. Same reasons the places you buy them tickets are liquor stores and how they proliferate in certain demographics. Its deeper than statistics.

THISNobody has a gun to their head to play the lottery.. Calling it a scam takes away accountability from those that willingly play it.
it's not a scam its gambling, sanctioned and legal. you are not required to play, you are required to pay taxes
you know the adage about a fool and his money... well it applies to gambling, it's a risk you take willingly so therefore it isn't a scam. you know your chances are extremely low when you decide to play as well.

It’s a tax on the poor. Not for me regularly. In the past I did drop $2 or so every now and then when it got to like 700 million. For perspective I didn’t play lotto since at least 2019. Most I ever spent per year was maybe $10.
