The concept of "Blackness" (as we currently know of it) originated and is defined in terms of the USA. And we've always defined it as having 1 Black parent and identifying as Black.

A mixed person with one Black American parent is ADOS, therefore is Black. You can refer to them as mixed Black people but you can't strip them of their Blackness as ADOS is their lineage.

Now if they want to reject it, that's on them. But that is their choice imo.
