Private ownership of these amenities will ensure the culture isnt diluted like they did in the Bahamas, Virgin Islands, and to an extent Jamaica. This also helps Haiti establish a funnel if you will, that will keep every dollar earned off tourism in Haiti, in Haiti.

Haiti's tourism industry being a success is a gamble anyhow since it has to compete with other caribbean nations. It's going to have to distinguish itself somehow.

They're just doing the same thing the US has done in establishing a global hegemony but by peaceful means without the longterm espionage and installing dictators.
