New proposal for massive ‘city of DeKalb’ surfaces

Longtime cityhood advocates have launched a reimagined campaign to create a massive new municipality in southern DeKalb County.

As proposed, the “city of DeKalb” would cover the same footprint as the previously pursued city of Greenhaven — a diagonal swath enveloping just about everything and everyone south of Tucker and Decatur and north of Stonecrest.

With 200,000-plus residents, it would have more than three times the population of DeKalb’s largest existing cities — similar to populations in Columbus and Augusta, the second- and third-largest cities in the entire state.

A significant majority of the new city’s residents would be Black.

Kathryn Rice spearheaded the fruitless attempts at creating Greenhaven that started in 2014. She’s also the coordinator of the new group, DeKalb Cityhood Movement, that’s pushing state legislators to introduce and pass legislation that would let residents vote on a city of DeKalb.

She said that, with several new DeKalb cities having formed in recent years and the controversial Buckhead City proposal looming in Atlanta, it’s time for her community to have a referendum too.

“It’s never, in my opinion, been about a lack of support (from residents),” Rice said. “I think it’s been more about the politics of the situation.”


The Greenhaven/city of DeKalb footprint would be a significant step toward eliminating all but a few small pockets of unincorporated DeKalb County. The largest remaining unincorporated area would be in central DeKalb, where some residents have also pushed for their own municipality.

A 2019 study from the Carl Vinson Institute of Government at the University of Georgia found that the creation of the proposed south DeKalb city would steer nearly $24 million in tax revenue away from the county.

According to DeKalb Cityhood Movement’s new website, the city of DeKalb would take over code enforcement, zoning and planning, and parks and recreation services from the county. The proposal does not currently involve starting a new municipal police force or a local school system.

It does call for the creation of six “Community Area Planning Units” within the would-be city. Such organizations would be similar to the neighborhood planning units in Atlanta and other large cities and allow for “greater democratic participation and representation on the local, neighborhood level,” advocates said.

Anybody ever been to Visions Lounge? I was supposed to meet up with some friends out there tonight but they talking bout strict dress code on they site. So I was like fukk that shyt. These nikkas ain’t bout to tax me for showing up in jeans and a hoody. I ain’t dressing up for that shyt :hhh:

they tried to charge $40 for parking and then $20 to enter

Much like Los Angeles, "Downtown" proper is not where shyt goes down.

I mean yes and no. I got a spot off peachtree street downtown. It’s mostly just hotels and restaurants on that block and peachtree center, but it’s hella stuff surrounding you that you can literally walk to. The real downtown so small, you can just walk to midtown. shyt like Peter st if you wanna hit some bars or Edgewood or some shyt. All that shyt like less than a mile. We used to just get on the scooters and be all through midtown/downtown hitting all the lil spots. But they made a curfew on the scooters and killed that. If he saying on peachtree st, then it’s a 75% chance he staying at that Hyatt Regency. That’s right across the street from my condo. That’s at the very edge of downtown, right before you get to midtown. But yeah, downtown in general not a “hot spot” but it’s close enough to them

Once they "renovate" Underground to the new complex, I think shyt is gonna change but at this current time, I would not advise that a tourist actively seek out downtown/five points.

I’m down for some hood club and lounge type shyts. And any place that got fire cocktails

Well, I'd suggest Castleberry Hill for some nice bars with good cocktails. I wouldn't suggest an out of town nikka go to the real hood spots, but you might want to check out blue flame and magic city to see what the strip club scene i about. People watching at Little five points on a Saturday is pretty nice too. For food, there is Hattie B's in Little Five, spondivits for seafood, Fox bros/sweet auburn for BBQ (Wyatts and Daddy Dz are little more hood but still good). Club scene you can hit up Compound and some of the spots in Buckhead off Piedmont. You gotta go to Lennox and Phipps mall of course as well.
