My experience so far has been hybrid apps (they are built run on web and mobile) but I'm more versed in web vs dedicated mobile development. I want to learn it though

And just by looking at the map you posted, it'll still be over 96% black..I used to work at a school out there in stone mountain in the map and that shyt was 99.9% black. it also has Rainbow, Glenwood, North and South Hariston, and Columbia in the map. It'll still be us in charge and living there.
I think its a good idea honestly. Unincorporated Decatur is too damn big. Emory and Decatur High School is the real Decatur, and they get all the city of Decatur services. A new city of South DeKalb can have their own police and fire departments, EMS, and public works section so they dont have to depend on the government of DeKalb County.
Idk about that. The way it is now has really allowed the pockets around the city to develop their own vibeMy only issue is making that entire area one city "Greenhaven". It would be the second biggest city in GA after Atlanta with 300K people, mostly Black indeed like you said.
