Not sure why this is breaking news? The Democrtic party has always struggled money wise without a machine in the form of a powerful presidential candidate.
When Bill Clinton left, Obama left and Hillary left something was required to fill the vacuum, as their respective machines pretty much bankrolled the DNC. It's not about Bernie vs Hillary like some people would like to argue upwards of the thread.
What the DNC should have done was listen to Howard Dean and put resources into developing a 50 state strategy that would allow for organic, continuous growth. It sometimes feels like they lurch from general election to general election with no clear plan.
