IMO, none of those mentioned below "A" are on the level i listed. I am admittedly not a fan of Thanos though so i'm sure you'll disagree.

the hood was out here outsmarting ironman, kingpin, doom, daredevil etc, ALL AT ONCEI hate the fukking Hood and the way Bendis/Marvel kept trying to force him down people's throats. He was more of a star of Bendis' Avengers run than some of the actual Avengers team members were. So of course Marvel is trotting him back out yet again as the lead in a new all villains Illuminati book:

I remember when they were pushing Norman Osborn real hard during that "Cabal" shyt..they had him ordering or threatening Doom and Namor..I was laughing so hard...this is too stupid. They had the gimmick of him having the Sentry as muscle but a TRUE Doom story would never work that way because he would fight to the finish than ever be under someone's heel...thank goodness they had Magneto on the other side curing decimation with the High Evolutionary during all of that bull$hit

Lex Luthor is without question better than both of them. As i described, unlike any other villian, he is correct. His passion is the only thing that makes him villainous.

Not at all, Magneto and Doom have BOTH been proven correct over time and numerous timelines and realities. Both have actually "won" and achieved their ambitions in the real realities. Luthor's core motivation is egotism and selfishness as well.
And your top 5s are incorrect.
Marvel's top 5 would be:
Doom
Magneto
Thanos
Loki
Ultron
the most known villians, each has had their own comic or reality where they won and each has been represented in the movies. I'd debate your DC top 5, but let's just say we keep it, in a fight:
Thanos > Darkseid
Doom >>>>>> Luthor
Magneto >>>>> Brainiac
Loki >>>>> Joker
And Adam would eventually lose to Ultron.
Hell, you can really do any combination of match ups and at worst the match ups end 4-1 in Marvel's favor. I give DC credit with Flash's Rogues, Batman's villians and their Magicks but their top tier isn't seeing Marvel in the slightest. Remember that Superman beat Darkseid in a straight up 1v1, nobody in Marvel is doing that to Thanos.
Yeah that's the easiest one at this point. I guess we're all trying to figure out where does everyone else lie because compared to their villains, mostly everyone else is
